Non-profit organizations have historically played an important role in safeguarding the welfare of horses in society. This session will explore their role, capacity, limitations as well as characterizing the relinquishing owners, adopters, and horses that interact with these organizations.
10:00 – 11:30 a.m. Animal Control Agency's Investigations of Equine Neglect Cases: People, Horses, Costs & Outcomes - Dr. Carolyn Stull
Law enforcement and animal control agencies are responsible in many communities to enforce regulations prohibiting neglect and cruelty against animals. This talk will identify the role and capacities of animal control agencies in the U.S. that investigate equine neglect, cruelty, and abandonment, as well as characterize the horses, causes, prosecution proceedings and their outcomes.

This session will cover livestock abuse/neglect as related in the Code of Iowa – definition of livestock, livestock abuse and neglect, who has authority to administer, the roll of a veterinarian, rescue of threatened livestock and provision for livestock rescued.
